Some universities in the country are not following the financial discipline properly. Therefore, an unvarying financial policy is being formulated to bring discipline in the universities.
Bangladesh University Grants Commission (UGC) Chairman Prof Kazi Shahidullah made this remarks while speaking as the chief guest at the inaugural function of a two-day workshop on 'Budgeting and Implementation of Public Universities' at UGC on Monday.
Members of the commission Professor Sajjad Hossain, Professor Muhammad Alamgir and Professor Biswajit Chand were present at the workshop chaired by UGC member Professor Md Abu Taher. Meanwhile, UGC secretary (additional responsibilities) Ferdous Zaman spoke as the special guest.
UGC Chairman Prof Kazi Shahidullah said, "Unauthorised recruitment of manpower in public universities should be stopped. Temporary, master roll, ad hoc, contract and daily wage-basis jobs will have to be discontinued. Irregular seating allowance cannot be provided. If anyone has paid salary allowance for these illegal posts, they (the university) will have to pay this amount.”
In his speech, UGC member Prof Abu Taher emphasised on ensuring quality higher education, focusing on research and innovation, ensuring financial transparency and accountability and enhancing cooperation between universities and industries.
Speakers at the meeting gave several suggestions including not spending money from one sector to another, not allocating money to unnecessary sectors, spending money at the right time, increasing the university's own income, forming a syndicate etc.
In addition, the speakers called for conducting admission test in cluster system in all the universities of the country from next academic year and reducing the application fee for admission test.
The workshop was also attended by the heads of finance and accounting departments and budget officers of 25 public universities.
