NSC suspends allocations for 36 feds

National Sports Council (NSC) is the parent body of all the federations in the country. The NSC has been inactive in the past despite having oversight powers. The parent organization is working specifically to establish good governance in the federation after August 5.

A total of 36 federations and associations have temporarily suspended the release of funds for failing to submit the audit report to the NSC within the stipulated time. The NSC has issued a letter in this regard with the approval of Youth and Sports Adviser Asif Mahmud Sajeeb Bhuiyan. Section 23 of the NSC Act 2018 directs each federation to submit the income and expenditure statement and audit report to the Council by September of the following year. 

Although there is such a provision, the NSC has not urged the federations in the past. This time NSC sent a letter in this regard. A total of 23 federations have submitted audit reports within the stipulated time and after a few days. Remaining 36 federations/associations have not submitted audit report to NSC. 

All other federations and associations in the country except Bangladesh Cricket Board (BCB) provide financial grants to the NSC. This amount is released in four installments in a year. After one instalment, the federation pays VAT and tax against the previous instalment. 

Although the federations submit financial accounts to the NSC, they do not submit their annual income-expenditure and audit reports to the NSC. Many federations/associations have very weak financial base. Can't even afford to get audited by the company. Again, many federations do not go through the transparent process even if they have the capacity. 

Top federations that have not submitted audit reports include hockey, chess, kabaddi, shooting, athletics and gymnastics. After August 5, the National Sports Council sent a letter asking to know the activity and inactivity of all federation presidents. 

A total of 17 federations did not respond to the letter of the parent body. It is one of the responsibilities of the sports federations to follow the instructions of the sports council as per the law. Due to non-fulfillment of that duty, the funds of those 17 federations have also been suspended for the time being. This list also includes 12 federations that have not submitted audit reports. 

Volleyball, Swimming, Weightlifting and Billiards have been put on the suspension list for not replying to the letters of the federation president despite submitting the audit report. The BCB also did not respond to the letter regarding the president. The BCB, however, has not received the money from the NSC for more than an era. 

Federation and Association Not Submitting Audit Report: Cycling, Wushu, Chess, Kabaddi, Karate, Squash, Shooting, Athletics, Golf, Gymnastics, Rowing, Body Building, Bridge, Baseball-Softball, Sepak Takro, Bashaup, Para Archery, Mountaineering, Throw Ball, Country Games, Martial Arts, Kite, Kickboxing, International Taekwondo, Bhutan, Surfing, Yoga, Chukball, Jujutsu, Kyukushin, Hockey and Tennis. 

Federations not providing President's information: Cricket (Cricket Board does not accept grants from NSC), Volleyball, Swimming, Athletics, Billiards.
