The authorities concerned had taken a plan to expand the area of Narayanganj city through adding some nearby unions, including Kashipur, Enayetnagar and Fatulla.
The plan has not been implemented till now even after the passing of a couple of years due to litigation and mysterious reasons. Although the legal complexity as well as the litigation barrier is already over, a vested quarter is working from inside so that the unions don’t come under the city.
A reliable source said that some mysterious hands as well as the vested quarter, who have personal interest, are hatching conspiracy so that the move to expand the Narayanganj city area is not implemented.
In 1993, the-then Narayanganj municipality had issued a notification to extend its area through adding Kashipur, Enayetnagar and Fatulla unions. However, the vested quarter went to the court to hamper the expansion move. The procedure was delayed for the litigation, but the matter was dismissed in 2002. The people of the nearby unions and adjacent municipalities of the Narayanaganj City want inclusion with the city. However, their longtime demand is not being fulfilled as the procedure was hampered for several times due to the unexpected barriers, including somebody’s lame excuse and litigation.
Incumbent Mayor of Narayanganj City Corporation (NCC) Dr Selina Hayat Ivy in her budget speech on September 13 said that she has been trying to include the three unions under the city area, but some put barricades to achieve their personal gain.
A platform of people from the three unions of Narayanganj raised their voice in 2009 in favour of their inclusion with Narayanganj city and they observed various programmes to realize their demand, but later their movement was stopped for unknown reasons.
Hamidur Rahman, a senior resident of Fatulla union, Shafiqul Islam of Enayetnagar union and Saiful Islam of Kashipur union told the Bangladesh Post that they want to live under Narayanganj city area. “We live near the Narayaganj city, but our areas were not added to the city area. We call upon the authorities concerned to resolve issue as soon as possible,” they said.
Narayanganj City Corporation consists of 27 wards covering the areas Narayanganj town, Bandar and Shiddhirganj is with partly of Narayanganj Sadar upazila, total Bandar upazila and Shiddhirganj thana jurisdiction. Narayanganj Sadar upazila is consistent with three police stations jurisdiction as Narayanganj Sadar, Fatulla and Shiddhirganj.
In the Fatulla police station area among five municipalities Kashipur, Enayetnagar, Fatulla, Kutubpur and Baktobali; of them a very minimum part of Fatulla police station area included with Narayanganj City. But the inhabitants of Kashipur union, Enayetnagar union and Fatulla union expressed their opinion that they had been living under Narayanganj Sadar upazila and closed with city but out of city administration.
They have to live under a municipality and feel inferior status than the city dwellers.
Besides, they assume that they had been deprived of the modern facilities due to living under union council.
