Land ministry has issued a notification saying that field level employees will not continue at the same workplace or position or department over three years.
Transfer instructions have been given to the employees of Union, Upazila, District and Division level Land Revenue Administration and Land Records and Survey Directorate who have been in the same workplace for more than three years.
The Ministry of Lands issued a circular regarding the transfer of employees working in the revenue administration at the field level.
It stated that it is important to ensure uninterrupted, people-friendly and harassment-free land services for all citizens. To this end, the interim government has taken various steps to modernize land management and simplify the service delivery system. These services are being provided through government employees. It is observed that some employees are working in the same workplace for a long time.
The circular also states that employees who have been working in the same workplace for a long time under the jurisdiction of Union, Upazila, District and Divisional Land Revenue Administration and Land Records and Survey Directorate under the Land Ministry must follow four instructions in case of transfer from that workplace to another place.
They are:
1. To give opportunity to the employees of Land Revenue Administration and Land Records and Survey Department at field level to work on all matters gradually.
2. In order to establish people-friendly land services at the field level, to avoid the suffering and harassment of the people, among the employees of different levels who are working in the same workplace or in the same branch for more than 3 years, changing their workplace or branch or transferring them to another place.
3. Employees working in remote or poorly connected areas should be transferred after 2 years of service.
4. If an employee is transferred elsewhere or inter-district before the stipulated time due to physical illness or moral lapse or for specific or reasonable reasons, the reason for transfer to the Deputy Commissioner and the Divisional Commissioner as the case may be is to be promptly submitted to the Ministry of Lands in the form of a report.
