Dhaka South City Corporation (DSCC) is going to introduce a modern waste management system by purchasing advanced equipment, types of machinery and vehicles to ensure civic benefits of the city dwellers.
To this end, a project titled, “Disposal of Waste Removal and Management in DSCC affiliated areas, collection of modern vehicles used for road repairs and reduction of traffic congestion through the installation of mechanized parking,” has been proposed in the Planning Commission.
The total cost of its implementation has been estimated at Tk 333.32 crore.
Of this, Tk 299.99 crore will be provided from the government funds and Tk 33.33 crore will be provided from DSCC's own funds.
In this regard, Mamun-al-Rashid, Member (Secretary) of the Physical Infrastructure Division of the Planning Commission in charge of the project, said that if the proposed project is implemented, DSCC's waste collection through modern vehicle equipment, road repairs and institutional capacity can be increased.
“It will be possible to build a modern parking garage. As a result, the civic benefits of the city dwellers will increase,” he added.
The project aims to reduce illegal occupation on the roads and footpaths from 40 percent to 70 percent, and remove piles of soil and construction waste from 50 percent to 80 percent.
Road and street light repair and maintenance, beautification and so on services will be upgraded from 40 percent to 70 percent and a modern parking garage will be constructed for proper maintenance of 500 vehicles.
An official of the Planning Commission said that the PEC (Project Evaluation Committee) meeting was held on April 29 last year after receiving proposals from the local government department.
The project has been recommended to be present at the meeting of the Executive Committee of the National Economic Council (ECNEC) as it complied with the recommendations made at the meeting.
If approved, it will be implemented by Dhaka South City Corporation (DSCC) by June 2024.
The project proposal states that Dhaka South City Corporation is a service-oriented organization under the Local Government Department.
The company provides various services in the capital including road repair and development, traffic management, waste management, street lighting, urban development, public health services and sanitation.
The population of mega-city Dhaka is growing rapidly. It is not possible to increase the services as the population grows.
The amount of waste generated in Dhaka city in 2004 was 3200 tons per day. The amount of waste generated in 2010 has increased to about 3,909 tons and in 2015 it has increased to 4,624 tons.
The amount of household waste produced per capita is 0.34 kg per day. The total amount of street waste and commercial waste generated in daily production is 0.56 kg per person per day.
At present, the amount of waste generated per capita per day has increased to 0.78 kg and the amount of waste currently generated by DSCC alone is about 4500 tons.
The main activities of the project are to purchase 20 hydraulic ladders, five excavator chain mounted supplies, one excavator chain mounted and five chain dozers.
In addition, 5 backhoe loaders, 10 two-wheeled road rollers, 5 three-wheeled road rollers, 5 mobile toilets (VIP), 5 mobile toilets (general), 3 new models zip with BRTA registration fee and 5 new models double cabin pickup with BRTA registration fee would be purchased.
Another four police protection trucks, 5 new model magistrate carrying microbuses with BRTA registration fee, 5 pay loaders, 3 tire dozers, a low-bed trailer, two wheel-mounted excavators and 10 water vehicles with 3 BRTA registration fees will be purchased.
