Bangladesh Power Development Board and United Chittagong Power Limited have signed a power purchase agreement to construct 590 MW power plant at Anwara in Chittagong District.
Saiful Islam Azad, Secretary of Bangladesh Power Development Board (BPDB) and Moinuddin Hasan Rashid, Managing Director of United Chittagong Power Limited signed the power purchase agreement (PPA) on behalf of their respective organisations at a ceremony at Bidyut Bhaban in the capital on Wednesday.
According to the agreement, the combined cycle power plant is scheduled to come into generation on January 28, 2026. It will be generating electricity for 22 years with natural gas or R-LNG. The tariff of generated electricity will be at Taka 2.95 ($3.68) per unit if it is run by natural gas and the tariff will be at Taka 5.44 ($6.80) if generated power by R-LNG.

Md Habibur Rahman, Secretary of the Power Division was the chief guest at the signing ceremony presided over by BPDB Chairman Engineer Md. Belayet Hossain.
Speaking on the occasion, Habibur Rahman said that Prime Minister Sheikh Hasina has always given importance to the role of private organizations in the development of the power sector. As a result, new technologies have come into the power sector through a private organization. They are not only generating electricity, but also modernizing the power sector.
‘United is a big business group. They have a reputation. I hope that they would complete the work of the power plant within the stipulated time,’ he added.
BPDB Chairman Belayet Hossain said that the government is equally encouraging the development of the power sector as well as the private sector. Once the power plant starts generation, it will play a role in implementing the long-term plans of the government in power sector.
He said that United's 590-megawatt power plant would be the largest combined cycle power plant of the country. State-owned companies have not yet built such a power plant with such modern equipment, which was initiated by the United Group.
Moinuddin Hasan Rashid, Chairman of United Group and Managing Director of United Chittagong Power Limited, said the Anwara 590 MW power plant would play a big role in implementing the Prime Minister's promise to ensure electricity for every house in the country.
United Enterprises & Company Limited owns 60 percent of the plant, Kaishu Electric Power Company Inc., a Japanese company, owns 20 percent, and Shozit Corporation, Japan, owns the remaining 20 percent. The power plant will be built on 12.5 acres of land on the banks of Karnafuli River in Anwara of Chattagram.
Among others, Golam Kibria, Managing Director of Power Grid Company of Bangladesh Ltd, Hassan Mahmud Raja, Chief Adviser to United Group were also present, while Engineer Md. Mahbubur Rahman, Member (Company Affairs) of BPDB conducted the program.
