For the first time in the country’s history, deputy commissioners of different districts are going to sit with the chief justice, chiefs of three armed forces and speaker of National Parliament during the upcoming conference of Deputy Commissioners (DCs). In the meeting with the chief justice, the DCs will present overall activities of executive magistrates before the chief justice, besides discussing different issues like case complexities, prison, government and public welfare.
To make military-civilian cooperation more effective they will also hold meeting with the chiefs of three armed forces. In this regard, Additional Secretary of the Cabinet Division (District and Field Admin Wing) Md Rezaul Ahsan said during their conference, DCs usually discuss various issues related to the country’s interest and progress with President, Prime Minister and other important people of the state and get important directions.
“Earlier, the deputy commissioners did not get the opportunity to meet with speakers, chief justice or chiefs of three armed forces at their conference; but this year, they will have the chance to discuss with them,” he added. “DCs look after field level activities of the state, during the upcoming conference they will present their overall activities to the most important persons of state mechanism,” he said, adding meeting schedule has been finalised but the working sessions are yet to be fixed.
The meeting with chief justice will be held in the fifth session of third day of the conference while on the last session of last day, the meeting with speaker would be held. Notable, the deputy commissioners for long are demanding to get back their judicial power. They had raised the demand from earlier DC conferences. They also proposed to appoint prosecutor in the magistrate courts by amending the 2009 mobile court law.
Cabinet sources said the DCs will also propose to send administrative cadres to United Nation peacekeeping missions. Cabinet division sources said during the military-civilian cooperation session with chiefs of three armed forces, the DCs will discuss different issues related to defense ministry and armed forces division.
The five-day conference is going to kick-start in capital Dhaka from July 20, discussion is going round and round in the administration circle about government’s directives. This will be the first DCs conference after assumption of Sheikh Hasina-led Awami League government office for the three consecutive terms.
This year DCs conference will be extended from three days to five days. The cabinet division has already finalised the duration of the conference, sources said.
The deputy commissioners will be asked to expedite the ongoing development programmes, sources in the public administration ministry said. Besides, the deputy commissioners will also be given special assignment to work hard in order to implement the government’s policy and ensure government service at the door step of the grassroots people across the country.
According to public administration ministry sources, the deputy commissioners are bound to take report on government officials from different agencies for promotion. The deputy commissioners will place the issue before the prime minister during the conference and request her to free them from other agencies’ report for the promotion of government officials.
They will also seek government decision in this regard, sources added. Besides, they will have to work together with public representatives at their respective districts in order to establish good governance at the grassroots level. Apart from these, the deputy commissioners will also have to strengthen the rural economy in a bid to create new jobs and avenues.
They will have to make youths living in remote villages understand, they (youth) do not need to go to the city for jobs, sources said. A total of a total 29 sessions will be held during the conference, according to public administration ministry.
